the net electron stream entering the wire is same as the charge leaving out through the wire, hence keeping the wire neutral...

bcoz, the total no. of electrons entering into the conductor is equal to the total no. of electrons exiting the conductor.

net charge entering=net charge leaving.they do not accumulate in the conductor.so on the whole the conductor remains electrically neutral.
