nucleophilicity means ease of attacking the posiotively charged species . generally higthyly basic grps are highlyt nuclophilic but they may niot b so in differnt solvents for a nucleophile small size , and high charge density is favorable. henbce the given order is explned.more the electronegtivty more they keep electrons for themselves
