it is ethyl alcohol since see the pic since the powerfull electronegative atom oxygen try to attract the electron pair towards it since there are two oxygen atoms hence the electron density near the carbon is less and also moreover the due to both oxygen atoms reduces electron density the the carbon nucleus also try to attract the electrons hence there would be less some wat less electron density on the oxygen atom than the chain which contain single oxygen atom hence relatively less density so the electron density on the oxygen reduces rlatively hence it can easily loose hydrogen hence less basic

For Acetic Acid: CH3COOH -> CH3COO- + H+ THE ACETATE ION ON THE RHS OF THE ABOVE EQUATION: IS RESONANCE STABILISED. HENCE, THE RHS OF THE ABPVE EQUATION IS STABLE, HENCE THE REACTION PROCEED IN FORWARD DIRECTION MORE. THEREFORE H+ ION CONCENTRATION IN THE SOLUTION INCREASES. BUT FOR THE ETHYL ALCOHOL, THERE IS NO RESONANCE STABILISATION FOR THE ETHOXY ION (CH3CH2O- ). HENCE ITS NOT SO STABLE, RATHER THAN MORE REACTIVE DUE TO +I EFFECT OF ETHYL GROUP. SO, ACETIC ACID IS MORE ACIDIC IN NATURE THAN ETHYL ALCOHOL. GOI IT?...

Basicity of ethyl alcohol = -1.9 and acidity of acetic acid = + 4. 76 , thus ethyl alcohol is more basic than acetic acid.
